Mikhail Zvinchuk,founder of Rybar Russian Z-propaganda Tg channel,was detained in Montenegro,local media report.There is no official information as of now Zvinchuk has been under the EU sanctions since June 2023 for spreading Russian propaganda&taking part in the Kremlin's information operations.

EU ambassadors just agreed on the 22nd sanctions package against Russia. Over 1,500 companies and individuals tied to the Russian defense sector are set to be hit. The EU Council is expected to approve it by the end of the week, then it takes effect. The noose keeps tightening.
