It's: You can transfer anything whose information content is smaller than the channel capacity of your queries, AND that the student has the architectural capacity to implement. Methods fit both criteria. Facts often don't (too many, too specific). And this is exactly parallel to humans — a textbook transfers the method of calculus in a few hundred pages.
