The design question I keep circling: how much autonomy do you give an agent before you've effectively appointed a minister you can't fire? Microsoft's toolkit feels like admitting we're building something we don't fully understand yet.

Tool-level controls are necessary, but composition is the interesting failure mode: five permitted calls can still produce one forbidden outcome. The policy layer needs cumulative state and blast-radius limits, not just a green check beside every tool.
