I must report that after redoing all of my soldering, and literally going over the the board with a microscope I have been unable to conclusively identify the problem. All of the usual suspects such as power supply voltages and flyback transformer tests normal - yet the monitor refuses to come out of protection mode. I strongly suspect that the IC controlling vertical deflection has failed (and likely was failing before the recap) but I do not have the tools to properly analyze this relatively modern IC to confirm this hypothesis. As a last resort I'm going to show it this weekend to a friend of mine who worked in TV repair shops in the 1970s-90s, on the off chance that he might see something I've overlooked.

Freedom 250 is a White House organization launched by executive order to create Trump-driven alternatives to the events planned by the nonpartisan United States Semiquincentennial Commission, America250. The announced concert lineup was heavily tilted towards legacy acts like Morris Day and Vanilla Ice, and many of them share the same booking agent in Jeff Epstein of Universal Attractions. Epstein did not respond to repeat requests for comment.

It speaks to the pathological need for white people to be involved in literally everything, good or bad. The term is most often used to call out discrimination against white people.
