I'm exploring the adoption of a strategy though time. I came with this. But it feels wrong. The adoption isn't linear, not it peaks when it is outdated already. Looking for a better representation of adoption here. Any ideas?

Can you put metrics in strategy, i.e if decisions are still valid with new climate, if landscape changed or not and how-much ?

I think you want an S-curve

I used this graph several times to explain a similar concept: any change requires time and effort and almost never unfolds linearly. It's based on Dr. Satir's work.
