I can’t disagree that we should have far more rigorous driver training and licensing requirements. Lots of sources will tell you that speed makes crashes more likely (I think it’s also pretty intuitive that higher speed = less chance to react). Here’s an example. www.iihs.org/research-are...

Where they define "speed-related" as simply exceeding the posted limit, you mean? And do you realize that the IIHS is the "The Insurance Institute for Highway Safety"; a group set up by insurance companies… …who profit if they can increase driver premiums by increasing points on drivers' licenses.
