They have been raped for the past year by a pack of spammers who use forwarders to send LEGITIMATE Paypal emails to MILLIONS of customers.

Paypal needs to get this under control or shut down. If they have to moderate each email, one by one, so be it. They are stealing your constituents time and resources handling this spam and then scamming people.
