What must by no means be confused with circular reasoning is (b) a hermeneutical spiral, which in the end is unavoidable because our arguments never start from scratch. It would then, however, be important to be aware of the fact that this inter-pretation of Rom 13:1-7 is itself only an initial conclusion. If we are then confronted with a series of passages for which the explanatory potential of an empire-critical subtext is just so good that it trumps the initial skepticism based on the initial interpretation of Rom 13:1-7, this will gradually change the contours of our background knowledge-to an extent that in the end it might become necessary to see whether the outcome of the inference to the most probable interpretation of Rom 13:1-7 might be affected by that shift.
