I should note: this is MLL student enrollment statewide for Rhode Island.

This is concerning for two reasons: (1) “the long-range costs of excluding any children from public schools may well outweigh the costs of educating them” (Plyler v. Doe) (2) State and federal funding is often contingent on student enrollment, with some programs providing additional $ for MLLs
