If yes, what are the decisions made for this art piece which cross that threshold, and in what ways does AI prompting not meet that? If no, why do the majority of art critics believe it is art?

Readymades are not without controversy. Ultimately, I believe many art critics accepted Fountain as art because Duchamp was already an established artist, and so anything he displayed must be art. I think Fountain tells you more about art critics than art. They don't consider Home Depot a gallery.
