Copyright doesn't permit rightsholders to shakedown any AI developer for a windfall based on fair use training. But that doesn't mean there's no money in AI training for savvy creators. It means you need to offer something you are actually legally entitled to charge for.

Wikipedia's approach shows there's a market here, and again, I think this is the market many of these deals are really serving. If AI companies are willing to pay substantial sums for better access to content that is already openly and avowedly free, that tells you something.
