The immediate trigger was the 2024 federal gov’s cap on intl. student permits. This was a hard hit b/c the sector *systemically relied* on intl. student (exorbitant) tuition to offset decades of under-funding and marketization of the post-secondary education sector.

By the way, the ease with which intl. students could be so readily instrumentalized rested on established colonial foundations. We're talking racialized hierarchies of knowledge, assumptions of Western superiority, economic dependencies between the Global North and South, etc. etc. etc.
