1. "Notably, in this case all methods of opening the file in the browser had been restricted." No. It wasn't restricted. This is common in SharePoint Online, can happened with any file for any number of reasons (corruption, file type, etc). Look, I'm a Global Admin and I can't preview a file.

2. User has "Restricted View" This gives the user the ability to read the file, just not download the file. Ergo, they have permission to get access to the contents of the file. SharePoint failed to load to preview, not because of "Restricted View". It just failed.
