The Appellants offered testimony from a professional transportation engineer who submitted a professional opinion that contradicted that of the Applicant’s transportation consultant; however, Mr. Bishop testified repeatedly that his analyses and conclusions were based on the assumption that the target residents of the project were expected to obtain employment and eventually move off-site to independent living situations. As demonstrated by the Applicant’s witnesses and documentary evidence, the approved permanent supportive housing aims to provide permanent homes to individuals who are not expected to ever be able to hold full-time employment or to move off-site.

Good afternoon, My name is Bill King. I spent my entire childhood growing up in Highland Park, and I still visit the city a few times a year to visit my parents and friends. I was disappointed to learn that the city recently enacted a ban on e-bikes on public trails. I believe this is a misinformed decision which is out of line with Highland Park's values. Not Safer First, let's take a look at what riding a bike on the street in Highland Park looks like: https://youtu.be/pw0wUlS0-FQ This is a video I captured from my rear bike camera riding down Central Ave last September. Central is one of the most important roads in the city - a road I need to take to access businesses downtown - and there are no bicycle facilities. As a result, I was put in danger by this tailgating driver, who would have hit me if I had to slow down or stop. Thanks to this new regulation, this is the only environment where people with e-bikes are allowed to ride. The posted speed limit on Central is 30 mph, which is 10 mph faster than the max speed of a class 1/2 e-bike and 2 mph faster than the fastest class 3. As the city's press release rightly points out, these are "low-speed" vehicles. How is it right to force them to share space with high-speed traffic? Last year, Highland Park announced that it is adopting a "Safe System Approach" to traffic safety, but this is not reflected in policy and practice. Safe System calls for safer vehicles, but this regulation would put more people in cars. It calls for safer roads, but in fact, there is no safe on-street bicycle infrastructure anywhere in Highland Park.
