Arguably, it's not a 90s website if it isn't built with php. (please don't actually make your website with php) ((php is awful to use and you Should take advantage of modern tools))
yeah this is almost certainly the route i'm going to take. it's not so much "90s web didn't use css" and more "i am used to operating with css specifications that didn't exist until the 2010s". thankfully i am absolutely insane and collect 90s web design books so i am very familiar what i can do
