One shows that kids are 34% of Medicaid enrollees, expansion adults are 23%, other adults are 20%, individuals with disabilities are 13%, 65+ yr olds are 10%. The other graph shows that 51% of expenditures are for either elderly or disabled enrollees, while the rest is split between kids and other adults. So 23% of enrollees (disabled or elderly) account for 51% of expenditures. As opposed to kids being 34% of enrollees and only 14% of expenditures.
