Also, I think hes taxing the NCR so high because they teach Critical Ghoul Theory in schools, so until they change that and their "WOKE" policy on ghouls in the military, the tarrif remains and they wont recieve FEMA support.
he keeps calling Wakanda a "shithole" country, no wonder the rate is so high.
