In order to qualify for the lottery, you need to earn an income of $117,360 - $218,010. Right off the bat you see the absurdity, but there are more levels to it:

Looking at the details of the units here, you can see that all units are priced at 130% of the Area Median Income. The fact that anything more than the AMI is classified as affordable shows you how cruel and inadequate this whole program is.
