oh I just watched this over the weekend I think the special ops team was 5 guys plus Kurt Russell, the tech guy, and then also there's the pilot plus there's still a couple extra seats open for the scene where Seagal talks to Russell
I think you could fit 4 abreast if they swap out the race seat for a bench.
