Following the Rules of Procedure, the Bylaws Committee considered the proposals, prepared appropriate language for each proposal, and submitted them to the Executive Committee for consideration. Following review and recommendation by the Executive Committee, the proposed bylaws amendments were presented to the National Board of Management at its February meeting. The Board was advised, received different perspectives and viewpoints and had a full opportunity to discuss, consider and deliberate on the proposals. We confirm that the documents your chapter emailed in January as additional supporting materials were made available to members of the Board.
"A meeting of the National Board of Management was held at DAR Headquarters on February 8, 2025. Among other matters the Board considered was a proposal submitted by a group of 12 chapters to amend the National Bylaws. These chapters represent 738 total members as of January 1, 2025, reflecting less than one-half of one percent, or 0.0039, of total membership. The proposed amendments were: (1) to change membership eligibility to be open only to women "defined as a biological female at conception, having naturally occurring X chromosomes, exclusive of Y chromosomes, and certified as female or girl on the original birth certificate"; (2) to remove non-discrimination policy language referencing "race, religion, sexual orientation, national origin, age, disability, or any other characteristic protected by applicable law"; and (3) to require applicants for membership to submit "the results of a required chromosomal DNA test to determine naturally occurring X chromosomes, exclusive of Y chromosomes, or a notarized, sworn statement affirming the birth certificate submitted is an unaltered, unamended original document indicating female or girl."
