Nowhere does it say the federal government has anything to do with where and when elections are to be had by the states. The Congress can change some things by law.

This graph shows the absolute decline in white population versus others. The whites are now minorities. The Heritage Foundation saw that and wants to hold on to white power now. It took them more than 50 years to do it.
