You will all have seen the messages on social media over the past few days, responding to the inquest into the tragic death of Gunner Jaysley Beck. These report numerous allegations of appalling and shameful behaviour still going on in our ranks. I hope, like me, you are disgusted by what is being written. We have spoken about this. And we have just had a TEAMWORK event to keep speaking about it. Let me be clear: it is just not good enough that behaviours that do not match our Values and Standards are still happening. It is even worse if the Chain of Command is not doing enough or is actively complicit in this. Every officer, soldier and civilian working in the British Army must feel safe and supported by the Chain of Command. You are the Chain of Command. Ask yourself - am I doing enough to make it easy for people to do a difficult thing? Am I showing the moral courage to put my head above the parapet in support of my team? Step up and play your part as a leader, visibly and confident ently, to stop this. I’m counting on you. I don’t want to write to you again about this.

CARROT CAKE It always sounds very healthy, and probably would be if you left out the sugar and forgot about the yummy cream cheese frosting. As a plain, everyday cake, this recipe is fine without the frosting and still draws compliments, but for birthdays or special occasions the sumptuous frosting is well worth fasting for! 2 x 9" round tins 1 large 12" x 19" tin 8 oz (225 g/1/ rounded cups) plain flour 2 tsp baking powder I tsp bicarbonate of soda 1 tsp ground cinnamon ½ tsp salt 4 eggs 12 oz (340 g/1/⅓ cups) golden granulated sugar 8 fl oz (225 ml/1 cup) corn or sunflower oil 12 oz (350 g/2 cups) grated carrots 4 oz (110 g/l cup) chopped walnuts 8 oz (225 g) tinned rough chopped pineapple (about 6 rings) or raisins (1/ cups) 1 lb (450 g/3+ cups) 4 tsp 2 tsp 2 tsp 1 tsp 8 1/½ Ib (700 g/3½ cups) 16 fl oz (450 ml/2 cups) 1½ Ib (680 g/5 cups) 8 oz (225 g/2 cups) 1lb (450g) pineapple (12 rings) or raisins (3 cups) Frosting 12 oz (340 g/1½ cups) cream cheese 6 oz (170 g/1⅓ cups) icing sugar 1 organic lemon, zest and juice 1% Ib (700 g/3 cups) 12 oz (340 g/2/ cups) 1-2 1. Beat together the eggs, sugar and oil. Add the grated carrots, nuts and the drained & chopped pineapple, mixing well between each addition. Sift together the first five ingredients and incorporate these as well. 2. Pour the mixture into the prepared cake tins and bake at 180°C (350°F, gas mark 4) for 30-50 minutes until the cakes are starting to shrink from the sides of the tins, and a knife or skewer inserted into the centre of the • cake comes out clean. If using large tins for the larger quantity, it will take longer than using many small tins. 3. Frosting: beat the cream cheese with the icing sugar, lemon zest and lemon juice until it is light and fluffy, but not runny. Cover the top and sides of the cooled cake with the frosting. 4. Optional: decorate with fresh flowers and attractively cut carrot slices. (Marigolds and nasturtiums are both edible, and continue the 'orange' theme of the carrot.)
BANANA LOAF This is a good recipe for using up those poor unwanted bananas that lie neglected in your fruit bowl for weeks because their skins have gone brown and spotted. This cake won't keep for more than a few days, but you can freeze it. 1-2 loaves 5-6 loaves I lb (450 g) ripe bananas (skinned weight) 8 oz (225 g/1/ cups) plain flour 3 Ib (1.35 kg) 1/ Ib (700 g/5 cups) (white or 50% brown & 50% white) 1 tbsp mixed spice 2 tsp baking powder pinch of salt 6 oz (170 g/1 cup) soft brown sugar 5 oz (150 g/1 heaped cup) chopped walnuts 3 tbsp 2 tbsp /2-1 tsp 1lb 2 oz (500 g/3 cups) 15 oz (425 g/3/½ cups) 2 eggs 4 oz (110 g/1 stick) butter 12 oz (350 g/3 sticks) 1. Measure the butter and sugar into a bowl. If the butter is hard, place the bowl in a low oven to soften it. 2. Meanwhile, peel and mash the bananas and put these aside. 3. Cream the butter and sugar and beat in the eggs one at a time. 4. Combine flour, salt, baking powder, spice and chopped walnuts. (Mixing the walnut pieces into the flour will help to stop them sinking.) 5. Stir bananas into egg/butter/sugar mixture. 6. Now add the flour mixture to the other mixture and fold in. 7. Turn the total blend into well-oiled (and preferably lined) bread loaf tins. 8. Place tins in a pre-heated oven and bake at 170°C (325°F, gas mark 3) until well risen, firm to touch and golden brown (about 1¼ hours). Check after 30 minutes and again after 1 hour, to ensure it is cooking evenly. 9. Allow to cool in tin for good 15 minutes before loosening around edge with a knife and turning out to continue cooling on wire rack. Peel off paper while still warm. Slice when ready to serve.
Policy recommendations To protect civilian rights, prevent future violations of international humanitarian law and human rights, and ensure the proper use of UKSF, greater oversight and accountability are needed. The Haddon-Cave Inquiry into UKSF operations in Afghanistan is due to make recommendations in time on the adequacy of existing accountability mechanisms, but the MoD has already acknowledged serious shortcomings. Ceasefire recommends that, in addition to strengthening internal accountability mechanisms and supporting the effective investigation of past alleged violations by UKSF, the UK government should: 1. Establish a parliamentary select committee dedicated to Special Forces issues (for example, formed from members of the Joint Committee on National Security Strategy and the Intelligence and Security Committee). 2. Relax the ‘No Comment’ policy to enable ministers to release unclassified information on the staffing, funding and strategy of the UKSF and to answer questions in Parliament on UKSF operations as deemed appropriate. 3. Reform the UK legal framework to allow for greater transparency and independence concerning investigations regarding UKSF operations.

I am grateful you have taken the trouble to get in touch about this. Thank you for writing about the changes to the Motability Scheme. I understand the concern these changes have caused to Mr Radclyffe and recognise the vital role the Motability Scheme plays in supporting disabled people to meet essential travel needs and maintain independence. Motability Operations is committed to amending the generous service package so that the Scheme focuses on its core aim and is more in line with the retail leasing offer. The changes to the leasing package were announced on 26 March and include reducing the generous mileage allowance from 20,000 per year to 10,000 per year, the removal of overseas breakdown cover and a reduction in the number of replacement tyres. Motability Foundation has advised that approximately 75 percent of customers on the Scheme average below 10,000 miles. For many customers, the standard mileage allowance should provide enough flexibility for everyday journeys. However, Motability has acknowledged that every customer's circumstances are different. On 8 July Motability announced an exceptions process for those who exceed the new mileage limit for journeys made for healthcare, education and employment. The customer will need to evidence this extra mileage. This exception process is in line with Financial Conduct Authority (FCA) expectations, and any customer can request an exception at any point of the lease lifecycle. Subject: Formal Complaint Regarding DWP Complaints Procedure – Restriction on Written Submissions Dear DWP Complaints Team, I am writing to formally lodge a complaint regarding the current administration of the DWP complaints procedure, specifically the restriction placed on submitting complaints about Personal Independence Payment (PIP) decisions via written channels. I have reviewed the DWP complaints procedure published at https://www.gov.uk/government/organisations/department-for-workpensions/about/complaints-procedure The Problem Currently, the procedure appears to mandate that complaints regarding specific services, such as PIP, must be initiated via telephone. The guidance suggests that written correspondence is reserved only for "a complaint about DWP which is not related to the service you have received." This requirement forces me to register a formal complaint about a PIP decision solely by phone. I find this approach fundamentally flawed for the following reasons: 1. Accuracy of Record: I want to accurately express my complaint to you. I also want to know that the DWP has accurately recorded the details of my complaint. Having to submit a complaint about a Personal Independence Payment letter by phone introduces uncertainties into the accuracy of my representing the complaint and the accuracy of the DWP agent recording the complaint’s details. 2. Inefficiency: Compelling individuals to call increases the likelihood of error and could delay complaint processing and resultant action.

Our judgement MOD has considered user needs and communicated when changes to the source system have occurred for the War Pensions Scheme statistics. However, we have concerns about some aspects of the approach taken to quality assurance, as well as the impact of system changes on data quality and the lack of transparency with users about this issue. These factors mean that, on balance, the statistics no longer comply with the Code of Practice for Statistics. We therefore support MOD’s request to cancel the accreditation for these statistics. Based on the findings of our review, we identified three requirements that MOD must fulfil before we could reconfirm accreditation of these statistics: Requirement 1: To anticipate and manage impacts on statistical outputs in a more proactive and informed way, MOD should build a clearer understanding of the impact of system workflows, system use, and change management on reporting. Requirement 2: To enhance transparency and trust in the statistics, MOD should inform users of the nature and scale of the system change’s impact on the statistics. Requirement 3: To improve data quality, MOD should introduce steps into the quality assurance process to check for and correct known errors. In addition, MOD should explain, in more detail, its current approach to quality-assuring data on clearance times for claims and appeals.
