Jay Jalisi, a slumlord, is trying to make a comeback after losing his bid for senate in 2022. the district's incumbents are backing former school board member Robin Harvey instead. district 16: all three incumbents are running for re-election, but Korman didn't add the other two delegates to his slate, so they're left to run on their own. one of the two delegates could lose renomination to activist Tazeen Ahmad. district 25: all three incumbents are running for re-election, but all three face primary challengers from former Del. Angela Angel, District Heights town commissioner Anthony Tilghman, and former NY state sen Antoine Thompson. district 27B: Del. Jeffrie Long faces a primary challenge from Del. Rachel Jones, who Long successfully primaried in 2022. districts 19, 23, 24, 28, and 41: incumbents are retiring and there's competitive primaries to replace them. they're all safe seats. district 39: Sen. Nancy King and Dels. Lesley Lopez and W. Gregory Wims, all moderates, are running on a slate with Gaithersburg city councilor Robert Wu in an effort to oust Del. Gabriel Acevero, a DSA member. the trio of legislators tried to primary Acevero in 2022, but failed. district 40: Gov. Wes Moore is backing community activist Tiffany Welch in an effort to oust longtime Del. Frank Conaway, who was the only Dem to vote against bills to restrict ICE during the 2026 legislative session. district 45: all three incumbents are running for re-election, but several Democrats are trying to primary Del. Caylin Young, who's been involved in various legal troubles.

“I think that’s right,” said Sen. Cheryl C. Kagan (D-Montgomery County), vice chair of the Senate Education, Energy and the Environment Committee, of the current state of affairs. Kagan said she is generally supportive of the idea of drawing maps that eliminate the last Republican congressional district — the congressional map currently favors Democrats, who hold seven of the state’s eight U.S. House seats. “If I had a magic wand, I would like an eight-to-zero map,” Kagan said. But she said the state is “supremely unlikely” to contribute toward a national majority for her party, which has to be weighed against the threat of losing one or possibly two seats to Republicans, making Maryland “detrimental to the cause of winning a Democratic majority.” “There’s an opportunity cost to this issue, because the time that we’re spending debating district lines should more wisely be spent on jobs, economic development, the climate crisis, civil rights, voting rights, health care, education and our budget challenges,” Kagan said. “There are so many public policy issues in front of us. At some point, this feels like a risky distraction.”

Senator Mautz said that all members of the Eastern Shore Delegation voted against it. “When you look at the vote, and you see the entire shore delegation including Delegate Sheree Sample-Hughes voting no. That should send a message.” Delegate Sample-Hughes is the only Democrat on the Eastern Shore, and she voted against the issue. “Because I’ve been on both sides of the issue – and I wouldn’t want anyone to silence my voice. and have had people who have attempted to do that. I know what it feels like.”
Redistricting has already happened in states like California via Proposition 50. In Texas, some Republicans hoped to add five GOP-friendly seats. They pushed for redistricting, and the move was backed by President Donald Trump. Delegate Sample-Hughes opposes the idea. “If you are wanting to talk specifically about this redistricting plan and making change in D.C., I’m not in favor of it. I think we need to realize our state is comprised of different parties.”

Kramer added that he believes his Senate colleagues are also largely backing Ferguson because they’re also thinking “to a degree” about the effect redrawing maps would have on them. Depending on how long it takes to finalize new congressional maps, Kramer said, Senate Democrats would have to hold their primaries at a later date, affording their primary challengers more time to campaign against them — all at a time where Democrats predict voter turnout will be low due to the summer holidays. “That weighs in to some degree in the thought process of uncertainty,” Kramer said.

State Sen. Charles Sydnor, a member of Maryland’s Legislative Black Caucus (LBC), told The Sun the issue of redistricting is “raw” for him because of recent debates over minority representation on the Baltimore County Council. Just because a state can decrease the representation afforded to racial or political minorities “doesn’t make it right,” he said. “[Texas Republicans] are completely wrong for doing what they’re doing,” Sydnor said. “It’s kind of like, because somebody bullied you, you’re going to bully somebody. You don’t become what you don’t like.” Echoing Ferguson, Sydnor added that he would “guarantee” that any map redrawn to have eight Democratic seats would be challenged in court.

Senate President Bill Ferguson said he does not anticipate calling for a special legislative session — ahead of the annual session set to begin in January ––– to pass any new laws or otherwise have the legislature respond to the shutdown. “But with the craziness that we’re seeing on a daily basis,” Ferguson said, “it’s hard to rule out anything.”
