No, Rotting Dean is not a real place but Rottingdean sure is. It's a small village next to Brighton in East Sussex, UK. Rudyard Kipling lived there. There is a pretty garden open to the public, good pubs and a duck pond. Also white cliffs and a seafront with a great fish and chip shop!

Ah - "The name Rottingdean is normally interpreted as the valley of the people associated with Rōta (a male personal name). Rota was probably the leader of a band of Saxons who invaded the region in 450–500 AD and replaced the existing Romano-British inhabitants." (Wikipedia)
