“Understanding the deregulatory and repressive components as co-equal parts of a broader theory of the administrative state is crucial, because our conventional administrative law frames simply do not capture these dynamics accurately. Rather, what we see is an opportunistic borrowing of both big and small government, the language of both checks and balances and unitary executive in ways that combine to drive a specific and clear vision of social ordering. State authorities that advance economic, gender, and racial hierarchies are validated and increasingly empowered, while state authorities that operate to mitigate against those inequities are the ones most vociferously targeted as “overreaching” and are in line for dismantling.”

“Under this Court’s precedents, not to mention common sense, those circumstances taken together can constitute at least reasonable suspicion of illegal presence in the United States. Importantly, reasonable suspicion means only that immigration officers may briefly stop the individual and inquire about immigration status. IOnly if the person is illegally in the United States may the stop lead to further immigration proceedings.”
I’ve recently started putting out food and water for a few strays in my neighborhood. One of the cats, who I’ve named Charlie, is still a bit wary. But if Charlie’s current posture—a *perfect* loaf—is any indication, I think he’s getting more comfortable ❤️

The highlight passage states: “Backer and Royal view the current underfunding and inequitable funding as being caused by the privatization of school finance. Instead of governments taking responsibility for predictable and stable funding that meets the needs of schools, it is schools and school districts themselves that often must resort to borrowing money from the private sector or to debt-financing to pay for their facilities. A key problem is that the private financial and banking sectors do not consider the goals of public education, but rather their profit margins and risk factors, when making their decisions.”
