”Settled” diaspora type The largest and also broadest group of perpetrators consists of individuals with a diaspora background from a former Soviet state. These are most commonly Ukrainians, many of whom had fled the war, but also Belarusians and persons holding dual Russian–European citizenship. Most were in their thirties to fifties and lived in precarious socio-economic conditions, often unemployed, indebted, or working in blue-collar jobs. In the case of Ukrainians and Belarusians, many had arrived as refugees in other European countries in the 2020s. Among Ukrainian refugees from territories now under Russian occupation, a particularly common pattern involved being contacted by someone whom they had known from before the war and who remained e.g. in Donbas while working for the likes of the Russian GRU.

This led to the deaths of at least 98 Palestinian detainees between October 2023 and November 2025, according to Physicians for Human Rights – Israel.

NOAM CHOMSKY: Actually, the locus classicus, the best formulation of this, was by an ambassador to the United Nations, Abba Eban, Israel’s ambassador to the United Nations, in an article that he wrote about 45 years ago, which I urge you to read, which appeared in an American Jewish journal, Congress Weekly, a major journal of the more liberal wing of the American Jewish community. He wrote an interesting article in which he—he was then U.N. ambassador from the state of Israel. He advised the American Jewish community that they had two tasks to perform. One task was to show that criticism of the policy, what he called anti-Zionism—that means actually criticisms of the policy of the state of Israel—were anti-Semitism. That’s the first task.
