i glanced over that paper and looked up the teen birth rate in the US. teen birth rates decline was already at 1.19 births/1k per year from 1991 to 2008. to 2018 it accelerated to 2.41 births/1k per year, which is twice as fast but still slower than from the 1957 peak to 1969.
