They're an impressively made multi-constraint physics object, somewhat accurately simulating the movement of the independent scale arms, as well as the change in weight distribution when another object is added.
Another comparison video between the 2006 release of Elder Scrolls IV: Oblivion, and the 2025 Remaster, this time between the ragdoll physics of each game. The player character sneakily kills several NPCs with a bow and arrow, illustrating how the original game has extreme force applied to the ragdolls when the arrow hits, compared to the Remaster, where ragdolls tend to slump.
