That book is pretty much all you need to play 3rd edition.

My teenager and his friends prefer that edition. I play it with them from time to time. You cab pick up the compatible codices on Ebay or find pdfs on the web if you want more than is in the book itself. Most of the models you'd want to play are still on sale. I'd say it was still perfectly viable.
