Article 8, the right to private and family life, is intended as a safeguard. Yet with 77,000 applications granted in the past year alone, it is having a significant impact on our ability to enforce the Immigration Rules and tackle illegal migration. As confirmed in the King’s Speech, the Immigration and Asylum Bill will tighten the application of Article 8 by defining “family” as an immediate family member, such as a parent, spouse or child under 18 except in exceptional circumstances. It will prevent illegal migrants, including dangerous foreign criminals, from abusing the system by relying on distant family relationships to prevent removal.
The numbers will start small at first but build over time as public confidence is restored in Britain’s immigration system.
The community sponsorship model draws on proven international experience. Canada’s scheme has operated since 1979 and has successfully resettled almost 400,000 refugees. Under the Canadian system, 70% of sponsored refugees find work within a year - 30% higher than those resettled through government schemes. Community sponsorship builds on the UK’s own Homes for Ukraine scheme, which showed the British public’s willingness to open their arms to those fleeing danger.
A refugee work route is expected to open next year, allowing employers to sponsor refugees.
Meanwhile, trusted universities will be able to directly sponsor refugees through a study route. Applications will open this autumn for organisations to sponsor refugees, with the first arrivals in autumn 2027.
The named community sponsorship model will sit outside the UKRS and operate at a much higher capacity once established, something the voluntary sector has long supported.

The UK already has a relatively small number of refugees who are sponsored in communities under the UK Resettlement Scheme (UKRS) but the Home Office said the "vast majority" of refugees were supported by local councils.
Home Secretary Shabana Mahmood said the new system would protect "genuine refugees" while "closing loopholes that have been too often abused". She said: "Britain has always offered sanctuary to those fleeing war and persecution. "But this system only survives if the public trusts that it is fair, controlled, and not open to abuse."
In response, the Conservatives said no extra people should be let into the country until illegal immigration was stopped.
Alongside the new asylum route, the government said it would press ahead with changes to how human rights and modern slavery laws are applied to asylum applications, which the government says will root out "vexatious" claims.
The Home Office has vowed to introduce new "capped safe and legal" routes for asylum seekers to arrive in the UK later this year. The department said it would allow organisations like universities, community groups and businesses to sponsor refugees who applied to come to the UK, a model based on Canada's asylum system.
The bill is due to be introduced within days and will include two safe and legal routes for refugees to open from the autumn – a sponsorship scheme allowing community groups to identify refugees to support, and a university student scheme - with applications taking place within months and refugees arriving next year. A third scheme will allow employers to sponsor refugees from next year.
