In a cabinet paper allocating Biosecurity NZ funding towards Exotic Caulerpa (an invasive seaweed NZ is grappling with), Hoggard notes that allocating this funding means Biosecurity NZ will not be able to fund "medium to large scale incursions," including avian influenza or bird flu.
