Do you think he’s trying to use the word incursion? Like how groceries was a foreign word to him. When he says that migrants are coming from asylums rather than seeking asylum. He just doesn’t have a bigly huge grasp on the language
He likely meant incursion but now that he has anchored the propaganda, excursion it is.
