This is not a wall you can scale by doing good government better. The study itself brings up the case of the VA, in which the participants credit a worker who cuts through the red tape but “the institution takes no share of that credit.” This is the most in-group coded delivery that the federal government can offer, a benefit for veterans often administered by veterans, but the agency is only given the downside. If having competent, sympathetic service cannot save an institution, no amount of messaging to these people will work above a personalist level.
