sounds exactly like A-76 contracting (remember the $45 DOD hammers?) I had the disprivilege of working on a forced response to A-76. In one I didn't work on, the privatization (vehicle maintenance) FAILED, and the dregs of the work came back with protocols that made it more expensive and harder.)
