Sec. 5. Manage Risks Associated with Non-federally Funded Research. The Code of Federal Regulations contains over 48,000 sections, stretching over 175,000 pages — far more than any citizen can possibly read, let alone fully understand. Worse, many carry potential criminal penalties for violations. Many of these regulatory crimes are “strict liability” offenses, meaning that citizens need not have a guilty mental state to be convicted of a crime.

We will foster prosperity by freeing Americans from the heavy burden of Federal regulations accumulated over decades. Although the decision about which regulations to eliminate is sometimes complex, the administrative process of removing a regulation from the Code of Federal Regulations through a rulemaking should be simple. It is not. The Office of the Federal Register frequently takes days or, in some cases, even weeks to publish new regulatory actions. Such delay is unwarranted. The Office of the Federal Register receives final documents that are fully executed by the relevant decisionmakers — all that remains is publication. Yet despite those delays, executive departments and agencies are charged $151-$174 per column of text to publish each rule in the Federal Register. These inefficiencies inhibit my Administration’s deregulatory agenda and waste taxpayer money.

In further outlining the operations of SSA and the personally identifiable information that it therefore maintains and allowed DOGE to access, the PI Opinion explains that “SSA pays over $1.5 trillion to seventy million people — more than one in five Americans — each year”; that “SSA also helps administer federal programs, such as Medicare, Medicaid, SNAP, eVerify, and the Help America Vote Act”; that “more than 450 million” Social Security Numbers (“SSNs”) have been issued to date; that just to obtain an SSN, an applicant must “provide their name (including prior names or other names used), place and date of birth, citizenship, ethnicity, race, sex, phone number, and mailing address, as well as their parents’ names and SSNs”; and that SSA “collects a wide range of other personal information,” including “driver’s license and identification card information,” “bank and credit card information,” “birth and marriage certificates,” “pension information,” “employment and employer records,” and “tax and earnings information.”

The Budget ends the previous Administration’s weaponization of the Government by eliminating programs like the Cybersecurity and Infrastructure Security Agency’s disinformation offices that targeted and censored Americans, eliminating so-called Fair Housing programs that waged war on America’s suburbs, ending the Environmental Protection Agency’s unfair harassment of citizens over “environmental justice” directives, and halting the ATF’s criminalizing of gun-owning Americans and instead, focusing on stopping illegal firearms traffickers and violent gang members.
