The fact is that Shopify is the only significant source of income for RC right now and also hires a bulk of ruby core developers. This means they de-facto control ruby much like Google de-facto controls Go and Microsoft de-facto controls .NET despite those projects being open source in name.
OK, so who are the company(ies) exerting pressure on Ruby Central to make shady changes to the GitHub repo permissions?
