Here’s how it was defined in a recent story by the same author. “Unwanted guest,” “suspicious person” and “suspicious vehicle” make up 3/4 of social disorder calls. “Disturbance” and “mental health concern” make up the rest.

This just doesn't make sense: - "Unwanted guests" are tresspassing. Which is only a "social disorder" in the sense that all crimes can be called a "social disorder" - but also, on this topic, *inherently* does not happen in public spaces.
