As long as it makes sense as a target, yes! A card like Stopsign, which counters another card, could target anything. A card like Corruption, which inverts the number of points a card gains players, could only target a card that would usually gain points.

Ah I see, that's more like a Magic stack then which is like a LIFO array, less of a pure one. Mine is a pure stack, so you can't target middle elements.
