Charles W. Peterson, editor of the Farm and Ranch Review believed that the tariff would not last, writing, "I cannot bring myself to seriously believe that a trade agreement will not be entered into with our neighbours_I cannot contemplate the possibility of any govern? ment failing to take such a step." Peterson was voicing the consensus among stockmen that the tariff on Canadian cattle would be waived through some reciprocal concessions on the part of the Canadian government.

Again, as the slogan of "America First" dominated the recent presidential election, so the appeal to imperial loyalty, skillfully applied by the Conservative party, more or less stampeded the Canadian electorate in 1911. It was represented that the reciprocity agreement would lessen the value of the British Preference, and divert trade from imperial to continental channels.
