The reports are a decade old, but I compared Heritage analyses of the cost of renewable energy to other sources in my book. To get to such a huge number, Heritage would just assume that the cost of new energy capacity was fixed at 2010 levels - $396/mWh for solar and $149/mWh for wind. Off by 10x.
