Minnesota's ERPO law allows certain individuals to petition the court to temporarily remove firearms from someone who poses a significant risk of harm to themselves or others. Bathhouses Regulations: Ending Legalized Homophobia By Council Members Payne, Stevenson, Chavez, Chowdhury, Chughtai, Wonsley • Removing language to modernize and eliminate barriers to develop licenses for adult bathhouses in the future • Moving building standards for adult entertainment venues to the adult entertainment code • It allows for the development of a policy framework to reflect public health-centered safe sex practices while maintaining Health Department enforcement powers.

We, the undersigned Members of the Minneapolis City Council, appreciate your continued work to modernize the City Charter. We recognize the substantial effort reflected in the current packet of proposed amendments and share your commitment to ensuring the Charter remains clear, effective, and responsive to the needs of our city. The Council supports collaborating with the Charter Commission on a package of technical and clarifying amendments. We see the opportunity to improve consistency, eliminate ambiguities, and enhance overall usability, and we are ready to engage constructively and in good faith to advance these technical amendments through the ordinance process. However, and after careful consideration, a majority of Council Members have concerns about the substantive proposal related to the appointment process for charter department heads. At this time, Council is not prepared to support those changes and believes existing provisions should remain in place pending further discussion between the Council and Mayor. Accordingly, we respectfully request that this one provision be omitted from the comprehensive packet of technical amendments at this time. The undersigned Council Members, constituting a majority of the body, believe this issue is both substantive and substantial, striking at the very core of a system of shared powers. The Council's role in confirming mayoral appointments is fundamental to maintaining balance and accountability between legislative and executive branches. Any modification to this authority carries significant implications for governance, policy alignment, and accountability. We therefore ask the Commissioner to separate this issue from the package of technical amendments. We are committed to participating in considering a future proposal on the appointment provision in partnership with the Charter Commission, the Mayor's Office, and the public to ensure any future proposal reflects a well-informed and broadly considered

"This is a sad day for the most vulnerable residents in our city, particularly those most impacted by Operation Metro Surge. Data clearly shows that evictions are skyrocketing, yet temporarily extending eviction notices by 15 days gets vetoed. The State Legislature passed the legalization of drug paraphernalia with bi-partisan support, yet it gets vetoed in Minneapolis. Those struggling to pay rent or struggling with addiction deserve solutions, not vetoes."

March 06, 2026 Attn: Minnesota Department of Transportation Commissioner Nancy Daubenberger, Central Avenue Improvement Team, Ricardo Lopez CC: State Senator Doron Clark, State Representative Sydney Jordan, Commissioner Irene Fernando Dear Central Avenue Reconstruction Decision Makers, We are writing to express the overwhelming desire of our community for an "Art Walk" along Central Avenue NE in Minneapolis. As many community members have shared, this has long been a vision that could finally come to fruition through the Central Avenue reconstruction project. The Northeast Minneapolis Arts District has been consistently named the top arts district in the nation due to the concentration of world-renowned local artists and visionaries in our neighborhood. An Art Walk along the main cultural corridor in Northeast would reflect our community's pride and identity as a vibrant, arts-driven destination. We understand that the project team is working to develop a corridor-wide Visual Quality Advisory Committee to facilitate aesthetic recommendations from interested individuals. While this is an excellent opportunity to allow for community input, we believe there is an opportunity for more robust discussions on how to solidify desires for widened pedestrian space and art pads at major intersections. The outpouring of support for the Art Walk provides an exciting opportunity for MnDOT and other partners to develop another destination point for our neighborhood and reflect the deep arts culture that is so widely celebrated. Not only would it provide aesthetic and cultural benefits, but it would also support traffic calming and mode-shift goals that contribute to the safety and the livability of our city. We look forward to your response and thank you for your continued work on this project. We are both committed to do the work with you to make this happen. Best
