G) Before the general assembly passes a congressional district plan under any division of this section, a joint committee of the general assembly shall hold at least two public committee hearings concerning a proposed plan. Before the Ohio redistricting commission adopts a congressional district plan under any division of this section, the commission shall hold at least two public hearings concerning a proposed plan. (H) The general assembly and the Ohio redistricting commission shall facilitate and allow for the submission of proposed congressional district plans by members of the public. The general assembly shall provide by law the manner in which members of the public may do so. (I) For purposes of filing a congressional district plan with the governor or the secretary of state under this article, a congressional district plan shall include both a legal description of the boundaries of the congressional districts and all electronic data necessary to create a congressional district map for the purpose of holding congressional elections.

No. 5 Senator Huffman A JOINT RESOLUTION Proposing to amend the version of Section 1 of Article XI that is scheduled to take effect January 1, 2021, and to enact Sections 1, 2, and 3 of Article XIX of the Constitution of the State of Ohio to establish a process for congressional redistricting.
Asked if a map with Republican support would be released at the joint committee’s Sept. 22 meeting, Huffman said he didn’t think so given the point of 2018 reforms was to not have maps drawn “behind closed doors.” He added there will be maps submitted online as well as separate public input, and that the purpose of this month in the process is “negotiating with the Democrats.” Huffman additionally called the Democrats’ map “their own version of gerrymandering” and reiterated that House Republicans are “going to follow the mandates” in terms of public input. He also said he couldn’t predict what may come from Ohio Redistricting Commission work, but he is “certain that there will be litigation” as that’s “what some law firms are meant to do.”

Speaker Huffman is appointing State Representative Adam Bird (R-New Richmond) as co-chair, along with State Representatives Nick Santucci (R-Niles), Brian Stewart (R-Ashville), D.J. Swearingen (R-Huron), House Minority Leader Dani Isaacsohn (D-Cincinnati), and State Rep. Desiree Tims (D-Dayton) as members of the committee. Senate President McColley is appointing State Senator Jane Timken (R-Jackson Township) as co-chair, along with State Senators Theresa Gavarone (R-Bowling Green), Steve Huffman (R-Tipp City), Bill Reineke (R-Tiffin), Senate Minority Leader Nickie J. Antonio (D-Lakewood) and Senator Willis E. Blackshear Jr. (D-Dayton) as members of the committee. The co-chairs will be sending out additional details on the first meeting, which will be held on Monday, September 22nd, 2025. -30-
