Oh not sure how I feel about this... 🤔 On the one hand immutable is a STRONG signal, that probably only should be enforced when no ambiguity with other signals. On the other hand Pragma belongs in ye olden times and should just be gone. Any conflict with Cache-Control probably means it is wrong.
