A 1953 FBI memo indicating a background investigation undertaken on CIA intelligence officer Lewis "Pinky" Thompson, an associate of future NICAP board member Joseph Bryan, just days after DCI Dulles launched Project MKULTRA.

"Col. Joseph Bryan III "At NICAP, Donald Keyhoe was visited by a man identifying himself as Colonel Joseph Bryan III, USAF. Bryan was apparently formally USAF, but what he did not reveal was that he operated as CIA. More than that, and amazingly, he was one of the CIA's highest psychological warfare experts. Later UFO historians have been made uncomfortable by this fact, since Bryan became a member of the NICAP Board of Governors. Was this a Trojan Horse inserted into the Air Force's main civilian irritant? Nothing would have made more sense, but, surprisingly, there is no evidence of meddling at all. Richard Hall, NICAP's Assistant Director, knew Bryan, and really knew how NICAP operated and made decisions. He said that Bryan was strictly hands-off in these matters. Added to that, Bryan was willing to go public with an extremely positive statement about the likely extraterrestrial nature of the devices. (UFOs & Government)"
"The CIA and the New York Times: An Unanswered Question," a 1983 paper by Athan G. Theoharis of the Department of History at Marquette, explored 1951 contact between CIA psychological warfare official Joseph Bryan III and New York Times officials. Theoharis noted the need for further research into relationships between the CIA & media & the CIA & FBI.

In their book “A” Is for Adamski: The Golden Age of the UFO Contactees, authors Adam Gorightly and Greg Bishop explain how Aho claimed to receive telepathic communications and frequently observe craft while attending events held by fellow contactees. He also took up with Otis T. Carr, a conman who once tried to sell the FBI – of all agencies – a bogus fingerprinting invention and doubled down by pitching the Army a $20 million scheme for a flying saucer that could go to the moon and back. Carr and Aho embarked on a nationwide tour, collecting donations to help them build the spacecraft that never came to fruition (no, they didn't front a famous rock band).

A 1977 letter from Dr. Richard Haines to UFO investigator Ann Druffel, expressing his concerns the movie Close Encounters of the Third Kind might contaminate efforts to obtain unbiased UFO sighting data.
Unfortunately, silence on this collection has spread through media and even amongst disclosure advocates. In the recent press conference with David Grusch and the Task Force on the Declassification of Federal Secrets praise was given to the administration for the PURSUE record releases, but not a word was said about the National Archives or the UAP Records Collection. Focus is now solely on a release of records with no legal requirement, no clear scope, and no set schedule.

UFO advocacy statements distributed by NICAP
A 1957 NICAP progress report contradicts a narrative promoted by Todd Zechel, contents of which are representative of UFO genre collective beliefs about activities of NICAP leadership.
An FBI memo obtained by Expanding Frontiers Research, referencing intelligence conferences, a UFO study, and related material in the possession of other intelligence agencies requested by Stanton Friedman under the FOIA. The memo states, "At the time Friedman made this request, he provided specific file numbers of FBIHQ files in which this information was contained. It is not known how Friedman obtained these file numbers."

FBI records obtained this week by EFR reflect the Bureau was prepared to subpoena electronic communication and computing service providers for customer information; task Confidential Human Sources with directives if approved by Supervisory Special Agents; open additional investigations on individuals, groups or organizations whose activities may constitute a threat to the national security; and use Babel Street as a persistent search tool to stay advised of developments in real time.
