The "anti-fascism" of Porco Rosso reminds me of the second part of JoJo's Bizarre Adventure ("Battle Tendency"). It has some funny lines against Nazis. But Joseph Joestar only opposes the Nazis when they impact his family and is otherwise indifferent. He even has to work with them at some points.

It turns out ~~*~OcCulT nAzI ReSeaRch~*~~ actually had some positive intentions. The world works together in secret before the war to fight an extraterrestrial threat. Much of the story takes place in Italy under Fascism. A cruel, sadistic Nazi character is even said to die honorably in Stalingrad.
