Contrast that with here, where a "majority" can be attained with just 30-40%. Proportional representation creates a true broad mandate.

I normally fully agree with this and absolutely support PR & voting reform. However, the Liberals currently have well over a 50% approval rating, won the last 3 byelections when the ruling party tends to lose, polling has them at close to 50% too. That's arguably a mandate.
