Before 1838, the USA lacked centralized, full-time police forces, relying instead on informal systems like night watches, constables, and slave patrols. These volunteer or part-time, often inefficient, systems focused on surveillance rather than crime prevention. Slave patrols were particularly active in the South, maintaining the racial social order.
