I disagree with this! I believe directionfulness is one end of a spectrum, not a universal requirement.

Don’t all RPGs have design goals though? I’m having a hard time squaring creating any list of rules without some sort of goal, like how would you make a playable game without intent?

Can't say I agree with this. Even lyric games have goals however vague and experiential those might be. Maybe it's a failure of my imagination, but I'm thinking of various types of RPG and can't think of one with out a goal. When you say an RPG can be directionless, what does that look like?

When I gave that talk I was rejecting a sort of willful blindness about rpg design left over from the conventional wisdom of the 90s (as I saw it). I'm very, very happy with the idea of exploring directionless play and directionless rpgs. I have no bones to pick!
