About a decade ago, in the years following the Great Recession, the practice emerged again. Some states, such as New York and Pennsylvania, sued one of the largest purveyors of agreement-for-deed contracts, Vision Property Management. In 2020, New York reached a settlement with Vision providing clean titles to dozens of buyers. This summer, Pennsylvania reached a $1 million settlement with a company tied to Vision's rent-to-own operations, barring it from the residential real estate market in Pennsylvania.
Since 2022, a Virginia investor, through four separate companies, has purchased at least 154 homes at dirt-cheap prices in the poorest neighborhoods of St. Louis city and county, including the one Allen thought he was buying. Since the companies began buying up properties in the area, they have filed at least 130 eviction suits in the city and county.
