Most models are not street legal, as they lack basic safety equipment. California has 3 classes of e-bikes. Class 3 e-bikes are pedal assist only and have a top speed of 28 mph on a flat surface. Any bike sold as a Class3 that has a throttle is already prohibited by the existing state code.
